Interpretation rules
--------------------

The final 2024 U.S. TFR is 1.5995 and the provisional 2025 GFR is 53.1.
Both are period measures, not completed cohort fertility.

Singapore's almost S$70,000 figure is total direct support through age 17,
not cash paid at birth. It appears as a later comparison, not the U.S. frame.

U.S. policy costs are transparent gross FinanceFirst scenarios. They are not
legislative scores, behavioral forecasts or estimates of fertility effects.

The state dashboard is descriptive, combines source years that are disclosed
in each field, preserves missing child care values for Indiana and New Mexico,
and intentionally does not create a composite score or best-state ranking.
National BLS CPI translations are context only, not current state quotes.

Pew percentages apply to adults ages 18-49 without children who say they are
unlikely to have children. Multiple reasons were allowed. They do not divide
the national fertility decline into fixed preference and affordability shares.

Social Security fertility and immigration sensitivity values are official
2026 Trustees estimates copied exactly as percentages of taxable payroll.
They are not FinanceFirst calculations or dollar estimates.
